CWIC Initial Training Program Description
The CWIC Initial Training program is based on a comprehensive set of competencies that CWICs must acquire in order to be “certified” to provide work incentives planning and assistance services to SSA beneficiaries. The interactive training session is designed to provide CWICs with a basic understanding of the following:
- Effectively integrating WIPA services into federal, state, and local employment programs.
- Conducting outreach to beneficiaries and other community stakeholders.
- Understanding and communicating the work incentives and support programs available to individuals with disabilities who receive financial supports or services, and the impact of work activity on those benefits.
- Assisting beneficiaries to understand not only their benefits supports, but also how to utilize work incentives and other tools to assist them to achieve self-sufficiency through work.
- Providing proper documentation of services, including creating Benefits Summaries and Analyses and Work Incentive Plans.
- Delivering integrated services that are sensitive to individual needs such as barriers created by disability, language, or culture.
- Monitoring and improving the quality of services provided to beneficiaries and community partners.

The CWIC Initial Training is conducted over a four-day period. Individuals will be provided with an extensive CWIC Training Manual and reference materials, as well as tools to assist them to continue to learn skills and technical information that are essential to providing effective and efficient services as Community Work Incentives Coordinators. Please note: This is an intensive training that will require considerable preparatory reading. Participants must attend and participate in all sessions!
Who Should Attend the Initial Training
- New CWICs with No Previous Training - Participation in the CWIC initial
training program is required for all new CWICs who did not formerly participate
in training provided under the BPAO program and / or interim training
contracts. This requirement applies to all new CWICs with no previous
training, regardless of whether they are performing CWIC duties on a
full-time or part-time basis. For all new CWICs, the Initial Training
Program is a mandatory first step in the CWIC Certification Process.
- CWIC Assistants, Case Aides and Other WIPA Staff providing
Direct WIPA Services to Beneficiaries with No Previous Training - In addition
to new CWICs, the initial training is also required for other WIPA staff
who will be providing direct services to beneficiaries. This includes
CWIC case aides, assistants, or other staff providing part-time CWIC services
to beneficiaries. For all of these WIPA staff, the Initial Training program
is a mandatory first step in the CWIC Certification Process.
- CWICs Previously Trained Under BPAO and / or Interim Contracts -
While not required, CWICs who were formerly trained under the BPAO or
interim training contracts may opt to participate in the Initial Training
session prior to beginning the CWIC Re-certification Process, contingent
on approval by their project officer.
- Others who also have the option to participate in the training
program include:
- WIPA Project Directors / Managers
- WIPA Executive Directors
- State Coordinators
- SSA Demonstration Project Staff
- Community Partners

Important Considerations Related to the Registration Process:
- SSA is committed to ensuring that CWICs and other WIPA staff who
will be providing direct services to beneficiaries are prioritized for participation
in the Initial Training sessions. To this end, registrants will be confirmed
for the initial training sessions according to the following list of priorities:
- CWIC - no former training / certification
- CWIC - trained / certified under BPAO
- CWIC - trained / certified under Interim Training
- Assistant, back-up or substitute CWICs
- CWIC case aide
- WIPA Project Director / Manager
- WIPA Executive Director
- State Coordinator
- SSA Demonstration Project
- Community Partner
- *** PLEASE NOTE: SUBMITTING YOUR ON-LINE REGISTRATION FORM FOR A PARTICULAR
CWIC INITIAL TRAINING SESSION DOES NOT CONFIRM YOUR PARTICIPATION IN
THAT TRAINING SESSION.
Instead, once registration is closed for a particular Initial Training session, the registration requests will be prioritized and all individuals notified via email as to whether or not their participation in the requested session is confirmed.
